   A British panel’s independent report released last week, the most extensive of five independent reviews conducted, has concluded research supporting the existence of global warming is valid. It exonerates scientists whose e-mails were made public a year ago, causing widespread suspicion and controversy.
  
  There is no conspiracy. The evidence pointing to the reality of global warming is there.
  
  We stress that point this morning because the U.S. Senate has in front of it a climate bill that will likely come up for a vote before the end of the month. The American Power Act, co-sponsored by U.S. Sens. Joseph I. Lieberman, I-Conn., and John Kerry, D-Mass., is a reasonable and effective means of reducing harmful greenhouse gases and addressing this nation’s long-term energy needs.
  
  It’s not a perfect bill, but it is a positive step forward in addressing this issue and we support it.

  Since 1940, the United States has had a law that takes away the citizenship of Americans who join the armed forces of a country at war with us. That law recognizes that waging war against the U.S. is inconsistent with the rights, privileges and responsibilities of American citizenship. But the enemies we are fighting today at home and abroad are not subject to this law because they are terrorists who do not join the army of a foreign country or follow the laws of war. Last month, Sen. Scott Brown, R-Mass., and I introduced a bill to make the existing law apply to the terrorists with whom we are at war.
  
  If enacted, this legislation will provide additional tools to our military, our intelligence community and our law-enforcement agents to prevent Americans who join al-Qaida, its affiliates and other foreign terrorists from hiding behind the benefits of citizenship to avoid detection and responsibility for th...
